ACCT has organized a two-day seminar on the new Procurement Act, to be held at Kunduchi Beach Hotel from 11th to 12th June 2014 to be conducted by Dr. Ramadhani Mlinga who is seasoned specialist in the Procurement area. This program is important to the construction industry as it will highlight key changes introduced in the Public Procurement Act of 2011 and its 2013 regulations and explain the impact of these changes to the stakeholders in the Construction Industry. The new act and its regulations became operational on 15th of December 2013.

We take this opportunity to invite you all to attend the seminar so that you can benefit from both the knowledge of the top expert in the field and from the contributions of participants who will get an opportunity to share their experiences and knowledge. We also believe the changes made are likely to have impact on your operations and particularly how you procure various services from contractors.

THE OBJECTIVES OF THE SEMINAR ARE AS FOLLOWS:

 

1.         To impart to contractors and major local materials manufacturers and suppliers the major provisions of the Public Procurement Act 2011 and Public Procurement Regulations GN. No. 446 of 2013 which have either a positive or negative impact on the Tanzanian Construction Industry;

2.         To impart to contractors the procedures to be followed to lodge complaints if not satisfied with the tender process and if not satisfied by the decision of PPRA to blacklist them. Many contractors have suffered from unfair tendering practises but do not know how to fight against such unfair actions.

3.         To impart to the Contractors the knowledge required to enable them to prepare responsive tenders in accordance with Standard Tender Documents for Works issued by PPRA in Feb 2014 and which are mandatory to be used by Public Bodies when procuring works contracts. Many contractors fail at this stage because they do not know how to prepare a responsive bid using guidelines issued in the new Act.

4.         To provide a platform of sharing experiences amongst local contractors, consultants, manufacturers/suppliers and clients regarding the public procurement process.

5.         Upon completion of the seminar, to prepare recommendations and comments of participants who are key stakeholders of the Construction industry which will be forwarded to relevant authorities for the purpose of improving opportunities afforded to local contractors, manufacturers/suppliers and other stake holders in the Industry.

 

RESOURCE PERSON

The seminar shall be conducted by Dr. Ramadhan S. Mlinga who is currently a Lecturer at the Department of Structural and Construction Engineering in the College of Engineering, University of Dares-Salaam. 

Dr. Ramadhan S. Mlingais a former CEO of PPRA (2005 to 2013). He is a specialist in procurement, contract and project Management with experience of over 15 years. He has vast knowledge and experience in procurement reforms having participated as a Team Leader in the Amendment of Tanzania Public Procurement Act (PPA) No. 21 of 2001 to PPA 2004 and as a member of a team responsible for amendments of PPA 2004 to PPA 2011. He was also a Team Leader for Preparation of procurement Regulations for PPA 2004 and he was a team member in the preparation of procurement Regulations for PPA 2011. He has made various presentations on Public Procurement Act 2011 since its enactment in 2011. He is conversant with all major contents of the PPA 2011 and Its Regulations which have become operational recently.

WHO SHOULD ATTEND

The Seminar is open to all members of ACCT and any other interested person in the Tanzanian Construction Industry including:

·         All contractors;

·          Local Manufacturers of Building Materials;

·         Construction Industry Professionals i.e. Engineers, Architects and Quantity Surveyors;

·         Construction Industry Clients.

FEES

Seminar Fees per participant shall be:-

-           Tsh. 250,000/= (Two hundred and fifty thousand only) FOR MEMBERS

-           Tsh. 300,000/=(Three hundred thousand only) FOR NON MEMBERS

The fees cover for tuition, seminar materials, tea/coffee and Lunch for two days.
